Chief investment officers appear in no public register. The closest official file is the SEC's list of registered investment advisers: 16,400 firms in the file published for October 2026, by our count. Most are small: 9,988 report 10 or fewer non-clerical employees. Pension plans, endowments and family offices sit outside that file.

Why 16,400 and 16,544 differ: the date. The association's figure describes 2025; ours is the file the SEC published for October 2026, and advisers register and withdraw every month. Both count firms, not people: a firm with forty portfolio managers counts once, and so does a firm of one. One record in the October file was malformed, so the sub-counts below the first line use the other 16,399.
The client rows overlap: an adviser that manages money for a pension plan and for a charity appears in both. They show where institutional money is managed, not how many institutions there are. And none of these rows names a person.
Who the chief investment officer is, institution by institution
- Advisers and asset managers: the CIO sets the investment policy for the funds or accounts the firm manages. In a small firm, the founder often does the job, with or without the title.
- Pension plans: large public and corporate plans often employ an investment staff with a CIO at its head; smaller plans may rely on a consultant and a board committee instead.
- Endowments and foundations: titles include chief investment officer and director of investments. Many give the job to an outsourced chief investment officer, a firm hired to run the portfolio.
- Insurers: the CIO manages the insurer's own investment portfolio, sometimes through an affiliated adviser.
- Family offices: an SEC rule excludes family offices that meet its conditions from the definition of investment adviser (rule adopted 22 June 2011, Release IA-3220), so they are absent from the adviser file.
- Out: chief information officers, who share the acronym; financial advisers who place clients in model portfolios without setting the policy; investment consultants, unless you sell to them.
The federal classification does not help much here. In O*NET, the federal occupation database, the summary for investment fund managers lists portfolio manager among the sample titles, and BLS does not publish that group as a separate occupation. Finance, technology and marketing chiefs have their own entries in the role index.
The files that hold investment chiefs
| Source | What it gives | What it does not give |
|---|---|---|
| SEC adviser file, from Form ADV | every SEC-registered adviser: main office, phone, assets, staff count, client types | the investment team; the monthly file holds firm-level fields only |
| Investment Adviser Association snapshot | industry totals and size bands | firm names |
| NACUBO endowment study | participants, assets, use of outsourced CIOs by size | the person in charge at each institution |
| Census, Annual Survey of Public Pensions | public pension finances: 5.99 trillion dollars in assets in 2024 | named staff |
| Census, Statistics of U.S. Businesses | insurance carriers (6,116), portfolio management firms (23,738), investment advice firms (22,245) | names; pension, health and welfare funds are outside its scope |
| Annual reports and websites of large funds | named CIOs at large public pensions and endowments | small plans and foundations |
How the list gets built, in five lines
- Choose the institutions: advisers by size, pension plans, endowments, insurers.
- Find out who sets investment policy in each one, in-house or outsourced.
- Name that person, by the titles you accept.
- Confirm they are still there, and find a phone number that reaches them, plus a work email when it exists.
- Keep back any line that fails.
The general approach is in the full method.
The work, as a list of actions
Take the 5,028 advisers with 1 billion dollars or more under management, the 657 institutions in the endowment study and the 6,116 insurance carriers: 11,801 institutions.
- 11,801 checks that each one is active and in scope.
- 657 checks of whether the endowment runs its money in-house or through an outsourced CIO, and if outsourced, which firm.
- 6,116 searches for the insurer's head of investments, who may sit in an affiliated adviser that is already among the 5,028.
- 5,028 searches for the person who sets investment policy at each adviser.
- One matching pass to remove people found twice, then, for each person, a currency check, a phone search and an email search.
What breaks on an investment CIO list
The technology chief answers
Every asset manager also has someone running its systems, and that person may carry the CIO title too. A search on the three letters returns technologists. Use the full title in the target, and confirm the function on the first call.
The owner is the CIO
9,988 of the 16,400 advisers report 10 or fewer non-clerical employees. In those firms, the person who sets investment policy is often the founder, with a title like managing partner or president. A list that insists on the words chief investment officer skips most of the file.
The decision is made elsewhere
In fiscal year 2025, 46.2% of the institutions in the NACUBO study used an outsourced CIO, and 61.3% of those with endowments of 101 to 250 million dollars did. Call an endowment that outsources and you may reach a business officer, while the portfolio is run by the outside firm under an investment committee. Decide whether you want the institution, the outsourced firm, or both.
Family offices have no official file
Since the 2011 rule, family offices that meet its conditions do not register as advisers. No official list of them exists, so any count of family offices is someone's estimate.
Premium Data, in plain terms
- A line comes in one of two forms: a person (name, title, firm, a phone line that gets through to them, work email if any) or a company (firm name, address, main phone, website).
- We build each file the day it is ordered, on the target you describe.
- Every line goes through three checks: the firm, the person, and whether that person is still there.
- You are charged for a line only when it carries a phone number, and never beyond the ceiling you choose.
- If a line turns out wrong, send the proof within thirty days of delivery (public profile, hard bounce or call recording) and its price comes back to you.
- Counting is free and happens in a 30 minute call; before any payment, you dial one of the lines with us.
