Business owner email list: the people who own US businesses

A business owner list runs into a definition trap before a data trap: no public register names owners, and the closest job title counts hired managers too. Here is what the official figures can and cannot size, and where a build goes wrong.

No public register lists the owners of US businesses, so a business owner list is sized from two indirect figures. The Labor Department counted 3,503,020 wage and salary jobs in occupation 11-1021, general and operations managers, in May 2025; self-employed people and owners of unincorporated firms are not counted in that figure. The Census Bureau counted 8,361,342 employer establishments in all industries in the United States in 2023, and 6,105,005 of those establishments have fewer than 10 employees. Each figure misses part of the target, for a different reason.

The Premium Data counts above are read from the official files, not measured on a delivered list; our own count of owners is made on your target, during the call.

Why the numbers do not match.

  • The 3,503,020 is a count of wage and salary jobs in occupation 11-1021, so it excludes the self-employed and the owners of unincorporated firms. It also includes hired managers who own nothing.
  • The 8,361,342 counts establishments, not firms and not people: an establishment is a location, so a firm with 40 offices counts 40.
  • Of the 8,361,342 employer establishments counted, 6,105,005 have fewer than 10 employees.

Who is a business owner on this list, code by code

The occupation code the BLS publishes for general and operations managers is SOC 11-1021.

  • In: named individuals who own or co-own a business in any industry, whatever their card says: owner, founder, principal, member, partner.
  • In, without the title: an owner whose card says president, general manager or nothing at all is kept when ownership evidence is accepted by function, not only by title.
  • Edge, the hired manager: SOC 11-1021 counts general and operations managers on a payroll. A manager employed by the owner holds the same code and owns nothing. Say whether hired managers are excluded; on this list they are.
  • Edge, the co-owners: two or three partners in one firm are several owners of one target. Decide whether the list carries one line per person or one per firm.
  • Edge, the self-employed professional: an independent consultant or a solo practitioner owns a business but is usually bought by profession, not as an owner. Say whether they are in.
  • Out: officers without equity in a company they do not own, and unpaid family members on the paperwork.

Other executive roles, and the titles usually accepted for each, are listed in the role index.

Where business owner contact data comes from

  • Census, County Business Patterns: establishments by industry, state, county and size class. It gives the number of sites to size a target; it gives no name.
  • BLS, OEWS: management jobs by occupation, industry and area. It gives the scale of the manager population; it gives no employer and no name.
  • State business registries: the entities registered in each state, with the names behind them. Coverage of people varies by state, and registration says who formed the entity, not always who runs it today.
  • Company websites: at small establishments, the owner is often on the about page. It rarely gives a direct phone number, and the page can outlive the owner's involvement.
  • Professional profiles: the person, the title, the firm. A phone number is missing most of the time.
  • Trade and licence records: some licensed trades publish the licence holder by name. It covers the licensed trades only.

From County Business Patterns to business owners, in five lines

  • We take the establishments that match your target: industry, state, county, size class.
  • We collapse multiple establishments of the same firm when you want one line per firm.
  • In each one, we look for the owner or co-owner you accept, by title or by function at small sites.
  • We confirm the person still owns or runs the business today.
  • We find the phone number that reaches them, and their work email when it exists.

Each step, and where it breaks, is on the page that explains the full method.

Building the business owner list yourself, counted in actions

Take the full employer base: 8,361,342 establishments (County Business Patterns 2023).

  • 8,361,342 establishment checks, one per employer establishment counted: still trading, still that industry, and not a branch of a firm already on the list.
  • One owner search per establishment kept, by name and title; one functional check per establishment kept among the 6,105,005 sites with fewer than 10 employees, to decide whether the person found owns the business.
  • One presence check per owner found, to confirm the person still runs the business.
  • One phone search per confirmed owner, then one email search.
  • If you also want the 200,344 establishments with 100 employees or more, one matching check per establishment, to pull them out of the general run.

It is long, and every owner who moves sends you back to step one for that establishment. A narrower target, one state or one industry, cuts the work in proportion: County Business Patterns 2023 counts 1,029,689 employer establishments in California, 670,878 in Texas and 645,575 in Florida.

What breaks on a business owner list

The job title counts the wrong people

SOC 11-1021, general and operations managers, counted 3,503,020 wage and salary jobs in May 2025, and that count excludes the self-employed and owners of unincorporated firms (BLS, OEWS 11-1021). The code alone does not separate a store manager employed by a chain from the owner of an independent store. Filter by ownership evidence, not by the code alone.

Establishments are not firms

County Business Patterns counts locations, and an establishment is a location: a firm with 40 offices counts 40. Collapse the sites of one firm before you build, or say that you want one line per site.

The registered name is not the running owner

A state registry records who formed an entity, sometimes years ago. The entity can be active while the person on the file has sold, retired or died. The registration date is a starting point, not a presence check.

The owner hides behind a functional title

A list that accepts only the literal title owner misses owners who appear as president, general manager or nothing at all. Accept a functional definition and record which rule placed each name.

What Premium Data delivers for a business owner target

  • A person line for each business owner (name, title, company, a phone that reaches them, work email when it exists), or a company line for each business (name, address, main phone, website).
  • Built on the day you order, on the codes and states you chose.
  • Three checks on every line: the company, the person, and whether the person is still there.
  • Only lines delivered with a phone number are billed, never above the ceiling you set.
  • A wrong line is refunded at its price on proof (a call recording, a hard bounce, a public profile) within thirty days of delivery.
  • The count is free, in a 30 minute call, you call one business owner of the file with us before paying, and the first 100 contacts are on the house.

The federal rules for calling and emailing business owners are summed up on our United States page.

In short: business owners in three dated facts

  • County Business Patterns 2023, released 29 May 2025, counted 8,361,342 employer establishments in the United States, of which 6,105,005 have fewer than 10 employees (Census, read 6 October 2026).
